PURPOSE AND NATURE OF WORK

Research, identify and perform regulatory compliance measures, including grant compliance, for a communications utility providing television, telephone and data services. Perform analyses and projections to establish wholesale and retail rates to be charged for the services. Negotiates and administers contracts with television networks, as well as interconnect and joint use agreements. Performs analyses of costs to provide wholesale and retail services, projects effects of rate structures, and makes recommendations on rates. Compiles records, documents and reports to ensure services comply with regulations and performs annual audits. Incumbents work with considerable independence and have no supervisory responsibilities but may provide guidance and support to staff.

DESIRABLE QUALIFICATIONS

Bachelor’s degree in business management, finance, or accounting; prior experience in the telecommunications industry, including regulatory compliance, contracts, and rates. Persons who have applied and not qualified previously are encouraged to reapply under the revised qualifications.

TYPE OF EXAMINATION

Examination will be a rating of education and experience.
